SOLVED Reverting to Windows 7 help?

So after stumbling through the installation I finally managed to get W10 to "work". Something must have gone wrong because every program would just stop responding and task manager refused to end any programs.

What's more, everything that had a loading circle thing was endless: I couldn't log off, log in (without Ctrl Alt Del) or even shut down the computer...

After these frustrations I decided to revert back to 7, except now I have "Restarting..." and the loading circle. Is this right or do I have to do another cold reboot?

Edit:
I've been waiting on the "Restarting" for 3 hours now. I don't know if it's glitched again or reverting to 7
