I have read the other threads, but none of them have covered this problem. I have used the Sleep mode to put my computer to sleep and it works. But I decided not to use it on the computer, just the screen. Ergo: Screen - when plugged in, turn off after 30 minutes. Sleep: When plugged in, PC goes to sleep after Never.
With those settings, the screen will not blank. Ever. So I decided to invoke a screen saver instead. Set the Screen - when plugged in, turn off after Never. Then went to screen saver, set up a stock 3D screen, set the Wait to 1 minute, and clicked on OK. Screen saver will not work, either. Checked Task Manager - nothing running, apparently.
Suggestions? I have another desktop running Win 10 that works perfectly with these settings.
