When I press the settings button, it flashes and then there's nothing. I don't have any "settings" on the computer.

Launch Task Manager (Ctrl + Alt + Delete)
From the file menu select "Run new task"
Type
Control Panel
Hit enter or click OK.
Use the "User Accounts" applet to create a new admin user and log on as that user and see if it's just a problem with your profile.
