happened to me too. From what I can gather, it is the Windows defender update that blocks it. I have some office updates in the queue and nothing happens. Correction: after quite some time I get offered the same updates for download again and the game starts over....... No resolution from my side as of yet.
I know there is a way to reset the WU but I can't remember how......

I ran the troubleshooter and it seemed like it fixed something, yet " downloading updates " is still at 0% after three hours.....

I done the trouble shooter three times.
And three times it found problems and said now fixed.
I have no idea what it fixed but nothing changed.:(
Looks like every time there are updated you need to reinstall what a joke.

Guys That's pretty sad! It's like being on a carnival merry-go-round, you can never catch up to the horse in front of you. There's not much you can do, short of disconnecting from the internet or shutting down.
Security updates take control over your PC regardless of defer/metered update settings.
I had a similar situation with the Anniversary update. I refuse to be held captive and robbed of bandwidth. I shut my Win 10 PC down and fired up the Windows 7 Laptop for 3 weeks until MS fixed the problem.

Just about sums it up.
I am now in the process of doing a reinstall if that does the trick i will post back.
This PC will be back on W7 the next big M S screw up.;)

I may be wrong, but, I was under the impression the update was a pre-requisite for the Fall Update.
It could be that the MS servers are temporarily overloaded?

Choose the correct architecture (x64 x86) Download the cumulative update first, then the delta (differential) update.

Only the one for your system either x64 64 bit system or x86 32 bit system don't download the Delta version I had them in that basket by mistake

I wondered what the Delta was for It wouldn't install for me said my system was not correct.

I just had a KB4032188 which failed to install. I do not remember if that might be the one which was skipped earlier.
