5 years ago I had a huge PC case with lots of space and slots.

I had a special pci card that did high end hardware diagnostics.

II also had a ham radio card and video digitizer.
I have too few slots and the pci cards don't fit in my case.
Is there a usb to pci convertor/adaptor that would let me use these cards?

It's been more than 5 years ago that Desktops started changing from PCI to PCIe x1, x4, x16 slots. [Before PCI we had ISA slots.] Details about the new computer or motherboard would be quite helpful to find a picture of it and details about it.

Part of the reason for me keeping computers with WinXP, Win7 and Win8.x is for working with such old equipment as new machines are dropping some of those things such as support for floppy drives, PATA [commonly called IDE] drives [HDDs and ZIP] and cable connections. Also discontinued are the 25-pin printer port and 9-pin COMM ports.

I left out something, I'd do a Search on amazon.com and also look at Cables To Go and Cables Matter for such an adapter. I've added PCIe cards into Desktops to get more USB ports, either USB 2 or USB 3, but not the other way around.
