Why is my D drive showing that I'm using storage even though I'm not?

My D drive shows that I'm using storage even though I’m not using any. When I check for hidden files, nothing shows up.
The partition is completely empty, yet it reads as having 11 GB used. I can't format it because it says that it's used in another program, but it's not. What should I do?

Don't have any details filled in so it's hard to say. Can you provide a screenshot of Disk Management?
