SOLVED Win 10 v20h2 crashes when User Accounts clicked

When I click on User Accounts or try to access lusrmgr.msc the system prompts " Your PC will automatically restart in one minute" Windows ran into a problem and needs to restart.

Tried on two different Dell laptops. Latitude 5300 & latitude 5470. Stock setup.

I did see in Event Viewer a Critical error "A critical system process c:\windows\system32\lsass.exe failed with code c000374"

I have exactly the same problem !!!! Microsoft help !!!! and it's only for the user accounts in the control panel and lusrmgr.msc !!!
