Assuming, this is some kind of security key that allows you to access your bank account by some means?
Is it browser based? IF so which browser do you typically use?
Have you contacted the bank to confirm that whatever method is suppose to work..... works with Windows 10 and whatever browser you are using with Windows 10?
NOTE: There are some issues with the default "Edge" browser in Windows 10. Have you tried using Internet Explorer?

Yes this is a security key allows me to access to my bank account.
It is browser based.
I use before I use the IE - now I cannot open IE - this is another problem.
I try to use the Firefox.
Problem is that this is a PC not laptop which I cannot bring to the bank.
Maybe the problem is that I cannot open IE?
I try but few times but IE just do not start without any error message.

Might help to contact your bank, even if you can't take your PC to the bank. They may have an update for the key.

Right click the Start Button and choose Run and in the Run Dialog box type
iexplore.exe -extoff
hit enter or click OK
That should launch IE with no extensions.
See if you can use it in that mode to get to your bank, by typing the URL in the top address bar.

Try this and see if it helps
Right click the Start Button and choose Control Panel from the context menu and select "Programs -> Uninstall a program
Control Panel\All Control Panel Items\Programs and Features
From the left column choose
"Turn Windows features on or off"
In the resultant window uncheck "Internet Explorer 11" and click OK.
Reboot and go back again and check it and click OK
See if those steps might help to repair IE.
