Windows 10 and Desktop icons

I can not drag and drop desktop icons. How do I unlock this feature?

Perhaps if you can tell us, exactly what you are experiencing we can provide an answer.
Typically you would right click an empty area of the desktop and from the View option, uncheck auto arrange and align to grid.
I don't know if that will help, as I do not know what happens when you attempt to drag them to a new location on your desktop.

When I try to move an icon it flips back to its original location. I get a circle with a hash mark through it. I have unchecked auto arrange and grid features. Still will not let me move the icon.
