Windows 10: Some apps, including windows browser are unresponsive when I click on the desktop icons

Windows 10: Some apps includiing windows browser are unresponsive when I click on the icon on the desktop. It only works if I go to the app in the little box in the corner. Other times the keyboard is unresonsive. Help!
