In upgrading from Windows 7 to 10 all seemed to be working but then the desktop manager starting looping flashing as it tries to install the tiles . Cannot get out of the loop. Have tried restarting but the process repeats - after a number of hours the flashes became less frequent but continue to be about 2 flashes then a pause until it restarts multiple quick flashes . It is reporting windows problems and trying to find a fix I presume but after a week of flashes it continues to be stuck. Can get to the task manager but cannot get into safe mode. any suggestions?

Can get to the task manager
Sounds a bit like the flashing screen / explorer crashing symptoms we've heard quite a bit about.
Use
Ctrl + Alt + Delete
to open Task Manager
Use the file menu to "run new task"
type
msconfig
hit enter or click OK.
Select the "boot" tab and tick the check box next to "Safe boot"
And the radio button next to "Network"
Click "OK"
Restart your computer.

If the symptoms go away in Safe Mode with Networking.....
It's likely your GPU Driver, use device manager to uninstall it.
You need to determine which GPU you have installed and acquire the proper Windows 10 driver for it.

If the symptoms do not go away then it might be your Network Card driver and you'll need to address that similarly.

Go back to msconfig and untick "Safe boot" to resume normal start up.
