I am having the same problem. I have got the 'app' in the task bar which has got listed Reservation-confirmed, then: Download-complete then: Upgrade-available. Then it says: Heres what happens next: 1 .Expect a 10 second prep of your device. 2. Review the licence agreement. 3. Choose when to upgrade. Then a box that says 'OK Lets continue' . When I click on this all I get is a blue screen with a moving circle of dots and the words Working on it. then it never moves off that screen.

how do I get it to download?

This is why Microsoft has this Media Creation Download Tool to download Windows ISO and to install.
It is a Microsoft publication designed to expedite the process of installing Windows 10.

1. Use the link below to download the Media Creation Download Tool.
Make sure you select the correct bit-version.
http://www.microsoft.com/en-us/software-download/windows10

2. Run the Tool.
Select Create installation media for another PC.
That will start to create a Windows 10 ISO file.

3. Once the ISO is created and saved to a folder of your choice, go there > right click at the ISO file > click Mount > click Setup.exe.
Installation will begin.
This method does NOT require Windows 10 product key which nobody has.
This method will allow you to keep your files, settings and most of the apps.
Activation will be automatic.

I used the same method and installed Win 10 to my 2 laptops.
