Windows 10 PC wont shutdown sometimes.

Fresh built PC only about a month old. Runs amazingly but for some reason when I want to turn it off, it will not shut down and I need to hold the power button to shut it off. I'm afraid of eventually damaging components by shutting it down this way. Sometimes it works just as it should and others I have to hold the button to shut it off. Sometimes it will go to the swirly "I'm shutting down" screen but will just stay there until I hold the power button. My power button is setup so 1 press should shut it down, but when it's not going to Shutdown the power button does nothing unless I hold it to shut it off.

Try shutting down from the command prompt and see if that works.
shutdown -s -t 00

I tried a shutdown command today and it did the same thing, nothing until eventually going to the shutting down screen and pausing there until I held the button.

Knowing absolutely nothing about the machine we're dealing with, my only suggestion would be to check with....
The Computer Manufactuer, the motherboard manufactuer, the specific device manufactuer's support website and see what they may have in the way of driver updates for your specific computer, paying particular attention to Chipset, BIOS, Storage Controllers, etc.,

Knowing absolutely nothing about the machine we're dealing with, my only suggestion would be to check with....
The Computer Manufactuer, the motherboard manufactuer, the specific device manufactuer's support website and see what they may have in the way of driver updates for your specific computer, paying particular attention to Chipset, BIOS, Storage Controllers, etc.,

Windows 10, 64bit

Asrock Z170 Pro4s

Skylake i7 6700k

16gb DDR4 3200

MSI Gtx 970

INF = Chipset driver
Intel Management Engine
Intel Rapid Storage Technology
Those are the three that I would grab and install or re-install.
Avoid any and all of the ASRock / ASUS stuff like the App Charger and the other sundry utilities.
IF you installed any of those from the disk that came with the MoBo, you might consider uninstalling them.
Additionally

Determine if you are running the latest BIOS / Firmware update
AND
OF course if you are overclocking anything (CPU, Memory, GPU) return those settings to stock.
