You probably already looked, but what about BIOS updates and driver updates (not from laptop manufacturer)? Maybe worth considering the possibility that the hardware isn't communicating with Windows all that well.

Its also possible its Windows being Windows and in any case you probably start seeing other reports in other forums etc.

Not normal for sure.

I would try running HWINFO (portable) https://www.hwinfo.com/download.php use 64-bit if your system is 64-bit and seeing what it reports (main Window not the CPUID pop ups).

I rather think it is Windows being Windows. BIOS is up-to-date as well as the drivers (as far as one can say for a 10 year old machine). Maybe its just Windows not being able to comprehend old hardware.
