Windows won't boot and shows an endless circle of dots

When I power on my Asus, it displays the logo, followed by this circle of dots
I can access the Troubleshooting tool, but to repair the problem, I need to provide my password. Since I usually log in with a PIN, I have forgotten my password. I can't reset it because I can't boot up. It's a vicious cycle. Attempting to boot into Safe Mode also fails.
