Wont let me Change smartscreen settings

Hi, I already posted a question but no reply, so I'll have another go.

I have a fresh windows 10 installed

Smartscreen keeps interfering with everything... It wouldnt even let me install the latest onedrive

I can't uninstall some software either.

I tried to disable 'dumbscreen' smartscreen, but I need admin rights it says: 'This setting is manage by your system administrator'

Why can;t i get control of MY computer !?
I'm the only user logged on it.
It's ridiculous.

Ad I say, I'm the ONLY user on this computer, but I chose not to use an email or password when I log in.
Is that why it wont see me as admin?

Can anyone offer a solution or shall, I just go back to windows 7?
