I managed to set the permissions and sharing on the new W10 machine and the W10 can see and share to/from the XP machine. However, the XP machine cannot see the W10 machine. On the XP machine my network name is Home. On the W10 machine it came up as Homegroup. Another help topic said I had to change the W10 name but I cannot find any help on how to do that. There was a help topic but it was from 2009 and the help did not match anything I'm seeing on the W10 machine. How do I change the network name on the W10 machine?

I'm assuming you mean the "Workgroup" name.
Right click the start button and choose "System"
Click the link that says "Change settings" in the section labeled "Computer name, domain, and workgroup settings".
In the resultant window click the "Change" button.
Under "Workgroup" type in whatever you want.
It will require a reboot.
