I used to be able to download government pdf forms, then write and print under Windows 8. On windows 10, this feature is gone. I can only read and print but not write.

Hello Elsa and welcome to the forum.
Have you managed to download and install a proper third party PDF reader on your Windows 10 machine.
https://acrobat.adobe.com/us/en/products/pdf-reader.html
OR
https://www.foxitsoftware.com/products/pdf-reader/
Afterwards, because Windows 10 defaults to "Edge" for PDFs you'll want to set your choice of reader as the default
Control Panel\All Control Panel Items\Default Programs -> "Set your default programs" (link)
Select your choice of reader from the left column and then, at the bottom choose "Set this program as default".

I did not purchase a PDF reader and I don't see any need to purchase one since using the IRS forms and Texas county form does not require you to purchase a PDF reader. It is frustrating because in the past I was able to read & write. This feature disappeared after I downloaded Windows 10. Fortunately I did not upgrade Win10 on my laptop.

Ok. let me try that. most of those that says "free download" will let you download but when you try to actually print the reports, it asks you to pay either one-time, monthly or annually.

I don't believe that either of those two, do anything like that.
IF you choose the second link for FoxIt Reader, please perform a custom / advanced install. As I recall, that one may attempt an additional install of their more sophisticated full feature application (don't recall the actual name) but....
All you need is the "reader", so uncheck any addons / trial pieces.

EDIT: Just did an install of FoxIt on my machine and the extra piece is called FoxITPhantomPDF. Simply click the radio button that says "Don't install a free 30 day trial of FoxitPhatomPDF Standard"
It's near the last dialog box of the install process.

I have same problem, but when I start to load Adobe acrobat reader, I get "Note: Your antivirus software must allow you to install software." How do I know ? [ and before I have to ask a silly question, where do I look to find out what my anti-virus is ? - my old pc and version of windows had a list of programmes ]

I would assume that if you have a third party anti-virus program installed it would have an icon viewable in the notification area down by the clock or would likely be listed here
Control Panel\All Control Panel Items\Programs and Features
Among the list of installed programs.
