Adding a VPN Network Connection

After spending many anxious days trying to elude a hacker, I Reset my desktop PC yesterday to get a clean Windows 10 install. The legacy network connection I know is routed through the Hacker who is using Teredo tunneling software. I am trying to set up a new and secure VPN network connection to the Internet.
But the PC keeps whirring without any visible connection progress. The Network Connection dialog box tells me that Windows 10 is trying to create a WAN Miniport (IKEv2). The legacy connection is on Ethernet with a Realtek PCIe GBE Family Controller, which I imported to the new Windows install.
I am worried that I don't have the correct adapter settings and that a new connection can not be created while the legacy one still exists.
Any advice would be greatly appreciated.

Basically a Virtual Private Network is just that...... Virtual, and...
It needs a physical network connection to work properly. You don't use a VPN to "connect to the internet" you use the "Internet" to support the VPN Tunnel to another network.

Thank you, Trouble, but now I am more confused.
Can I use a VPN as an alternate access point to the internet? The active connection I now have is being controlled by a Hacker. How can I create a new network connection?

Trouble, I have many pieces of evidence: my network map shows a "foreign" server which I learned is a Linux system operating on a Cisco server (not mine). I found that this server is using Teredo tunneling software. The Hacker took over Administrator control of my former Windows 10 system, forcing me to Reset. He disabled several features such as System Recovery. Emails I have forwarded to my wife have been blocked because it says the IP address (not mine) is being blocked. I did a WhoIs look-up and discovered the IP address is listed to a company in Sunnyvale, CA -- Hotjobs.com which was acquired first by Yahoo and then by Monster.
My goal is to destroy the current internet connection and set up a secure new one.
Any advice would be greatly appreciated.

Sounds to me, more like your network is being used by an unauthorized node.
I would suggest starting there. Secure your network using your router configuration.
First thing...... change your router's password.....
Second thing..... change your wireless encryption key / password.
Third thing.... check all network nodes for malware.

Eset online scanner is a bit different than the others in that you need to either use
IE or download and run their smart installer if you're using another browser. Then tick
the radio button that says "Enable detection of potentiall unwanted application"
Then click the link that says "Advanced settings", then check all the boxes except the
one that mentions "Use custom proxy settings", unless of course you're using a Proxy
Server. Then just click "Start", it will do a thorough system scan so it takes a long
time.
I don't check the links above everyday, so if you have any problem with any one of them then just Google for the program name but use the site names that I have recommended since I'm relatively certain they are free of extraneous garbage.

This sounds like an excellent arsenal of finders and eliminators of unwanted garbage. However, I will have to do a lot of homework to try to reconfigure my router in order to accomplish the first three things. Do I need to contact Verizon in order to change the password. etc,? How will I know if I have succeeded in blocking the use of an unauthorized node?
