Animated Background

Hi, I was curious if there was a way to set up a scrolling or animated wallpaper for my laptop on Windows 10.
I specifically wanted the below image to scroll from left to right slowly, and to loop around to the left again once it reached the right side of the image.

I've seen people with scrolling and animated wallpapers, but I'm not the most tech savvy, so my current set up has the image divided into three images in a slideshow as my background. Is there a specific software I need to get in order to do this, or is the option already there somewhere?

I don't know if Windows 10 can do what you ask.
XP had free video wallpaper program that could be downloaded. That's history.

To wet your whistle,
Download and install Push Video Wallpaper program:

It's only a nag trial version (buy the full version for $20), that can play a video loop you make,
or in this case, play a video loop on Youtube.
Add this URL in the settings:

Set Quality to 1080p60
Set Playback Speed to 0.25
It does not repeat smoothly.
Better to make your own with a video editing program that has a panning effect.
Now get some Gravol ready in case it makes you sick.
Also, try clicking on the button with 3 dots to get smooth nature video loops from the net.
