SOLVED Apps won't open when logged in as local admin

I get the error message 'App cannot be opened <Appname> cannot be opened using the local administrator account. Log in to a different account and try again.' attempting to run e.g. Sticky Notes, Calculator.

I recently migrated from Windows 7 and this was never a problem there. I obviously cannot log off then on again just to use these apps, so what to do?

using the local administrator account
Are you using the normally hidden / disabled, actual "Administrator" account / name to log onto the machine.
OR
Are you using a more typical account (local or Microsoft ID) that is a member of the local administrator's group.

IF the latter, have you set the User Account Control to Off "never notify"

Yes, I have pulled the slider all the way down so that is likely it. I didn't Install the OS myself but bought this Dell Latitude la used.
