Automatic scrolling

The problem is ANY page it scrolls to bottom of page. When in windows photo it scrolls to last picture/bottom of page.on the desk top it scrolls to recycle bin

I have a Dell inspiron 15 with

OS name..win 10 pro

version..10.0.17134

system type..x64

system SKU..06B2

processor..intel i5

installed ram..12GB

components>sound device..Realtek audio

components>display-name...intel graphics 520



The problem even happens in Libreoffice

as far as security I am using AVG

to add to the problem the PgDn botton does not work now...could this be the problem the PgDn is stuck on ? how could i check it ?
