Can run Windows Update - 0x80070643

Every time I try to run Windows Update, it pops up the error message:

I've tried numerous fixes I found on the Internet, including extending the WinRE partition, starting/stopping multiple services, scannow, and a DSIM command to repair Windows. I'm beginning to believe there's nothing we, the end user can do to fix this and will have to wait for MS to correct this.

Has anyone SUCCESSFULLY fixed this problem and if so, how did you fix it?
