Cannot delete files or take ownership

I was dual booting with windows 7 and I found that some files created while in windows 7 would not delete when in windows 10.
I did a clean reinstall of windows 10, no longer dual booting. My problem is if I delete a file I can no longer see it in explorer but in properties the hard drive size does not get smaller. If I refresh explorer the file returns. I tried to take ownership but when I apply that I get an error message:
An error occurred while applying security information to:
G:\$dcsys$ failed to enumerate objects in the container. Access is denied.
I also get error message:
G:\$Recycle Bin\
and any files I try to delete generate a similar message.
I think rebooting deletes the files, I'll check that.
Any Ideas? Files are on an external drive, 4,250 files in 434 folders.
