Cannot drag files to new position

When I'm inside a folder and want to manually rearrange something to a different spot, I can't do this. There's not even an option in the right-click context menu to move it. Any ideas?

As far as I know, files within a folder are arranged alphabetically by default.
As such, you cannot rearrange it without "renaming " it.
I have one of my Pictures subfolders arranged by numbers ( from 1 to ...... ) and I cannot move a file anywhere without changing its number.
