Cannot load M3U8; cross domain access denied

I'm not even sure this is Windows 10 related but hope someone can help.
I have cleared my browser cache; tried 3 different browsers and cleared the SSL cache but I still get this message. Oner solution suggested was to allow data across all domains in the Security settings but that does not work.

I cannot try this on another OS as I only have windows 10, so any ideas welcome

If you search on Google for the full message this is typical of the results you get - thee are a lot but I have yet to find one that works on Flash player
