I setup twitter back in 2012, so those memory cells are long gone.
Are you simply using a browser and going to Twitter.com or are you attempting to use the "app"
Just personally, I prefer the browser over the app.
As I recall it was pretty straight forward pretty much like joining up here pick a user name and a password and I believe I provided an email address for some reason although I really don't remember ever having to employ it
AND
I don't believe that any phone number was ever involved in the process although in checking my account settings now, I see my mobile is listed so I suppose at some point I had to include it in the process.

Are you trying to configure her existing twitter account on this computer
OR
Is it truly a "first time" (as in never been used before) account setup??
Can't create account or reset because states phone number and email are used.
Sounds to me a bit like the account (credentials) might have been hijacked.
Especially in light of....
when using her email to reset password never gets the reset email.
I assume you are monitoring spam, junk and deleted email folders
AND
Any email rules that may be configured that is impacting delivery.

I never mentioned anything about "hacking".
I mentioned hijacking.
I have a daughter who in turn has a daughter (my grand daughter) and they seem to have a never ending battle over account passwords.
A specific streaming service, the account belongs to my daughter but... for some reason the password seems to get changed from time to time. It's silly and at the same time annoying and aggravating
