Can't Run Windows Defender Offline Scan to Remove Trojan

I believe I have a Trojan on my computer, but when I tried to run a Windows Defender Offline scan, it didn't start, and there was no error message. I also tried running the scan through PowerShell in safe mode and received errors stating that the scan couldn't be completed. Can someone please help me remove this Trojan?

Since it seems that your computer is compromised, a clean install would be advised. Even if you remove the trojan, your computer can never be trusted again.
