Can't use "This PC" or "File Explorer"

Title says it all. I can't view any of my documents, pictures, files. I can't get into control panel either. I can get into settings though. When I try to open anything that would be in "Files Explorer" the screen just flashes black and everything disappears for a second. Does anyone have any ideas how to solve this?

Can you run the native System File Checker?
Right click the Start Button and choose Command Prompt (Admin) and in the command prompt window type
sfc /scannow
hit enter and let it finish and see if it turns up any integrity violations

sfc /scannow
hit enter and let it finish and see if it turns up any integrity violations
I tried twice both times I couldn't get past 46% during the " verification phase of system scan"

Dism /Online /Cleanup-Image /RestoreHealth
Hit enter and let that run, see what it produces.
After it's done, reboot and try running
sfc /scannow
again and see what happens

Thanks so much for the ideas. But it still wont go past 46%

At 46% what happens??
Does it produce an error?
Does it close / disappear ?
IF it remains open and active, how long have you just let it sit at 46% ?

the following message comes up "Windows Resource Protection could not perform the requested operation"
Then the system 32 thing comes up for you to enter a new command. I've left it for like 9 hours over night

Would you mind trying the same thing only first booting the system into Safe Mode with networking #5 when you arrive at the appropriate page.

If you are having trouble using the conventional start button option to restart. You can accomplish the same thing using the power icon from Ctrl + Alt + Delete or the power icon pre login screen, just remember to hold the shift key when clicking restart.

it stopped at 46% again! This is so weird

Sorry that didn't seem to help.
How about the other things that weren't working in normal boot, did you try File Explorer and This PC while you were booted into Safe Mode?
Any changes there?

Try a System Restore and go back to a point in time prior to the most recent round of Windows Updates.
See if that helps with your issue.

I've tried twice and both times I got a message saying "There was a problem resetting. No changes were made."
