Control Panel -> Display - cannot change text sizes

I have just upgraded to Windows 10 on an HP Spectre with a 2560 x 1440 display. Some of the text fonts are a bit small so I want to change them. But the appropriate place (Control Panel -> Display) doesn';t work - the items are greyed out.

Any idea how I can change this?
