Control panel doesn't work.

I can open control panel , but can't do anything on the screen. Can't open anything or close the screen. It closes on its own & the desktop icons blink off & come back on.

 

[Trouble]

Hold the Shift key on your keyboard and restart the computer in Safe Mode or Safe Mode With Networking and see if the control panel works properly.

Choice #4 or #5 I believe, when you finally arrive at the appropriate screen for selection.
