cursor brings up unwanted screens

While moving the cursor around a page, it will bring up an unwanted link even when just rolling over the link; or if I leave the cursor at the bottom of the scroll bar, the screen will jump to the bottom of the bar, or if I leave the cursor on the scroll bar, the screen will jump up and down. I've searched for cursor sensitivity, found no help.....very annoying...please help!
