Sounds like you need to reset the Winsock catalog and the TCP/IP stack

Right click the start button and choose Command prompt (admin) and type
netsh winsock reset
hit enter
then type
netsh int ip reset c:\resetlog.txt
hit enter
reboot

What to do when for netsh winsock reset (in admin mode of course)
Windows says: The system cannot find the file specified.
System has been upgraded from Windows 7 few weeks ago.

That doesn't sound good.
I would probably first try running the native Windows System File Checker
right click the start button and choose Command Prompt (Admin) and in the command prompt window type
sfc /scannow
hit enter
let it finish and see if it produces any information.
