Failed to boot into Active Directory Repair

I need to test one feature of our product in Windows 10 and for this I need to boot into Active Directory Repair.
So far I did the following:
Run msconfig and then went to Boot Options and checked Safe boot, and then selected Active Directory Repair.
I then rebooted my VM (I built my VM with Windows 10 Enterprise Insider Preview, x64) however I get a black screen with Status: Running at the bottom of the screen.
If I click on the black area of the screen I get a busy icon (i.e. spinning circle).
What am I doing wrong?
