SOLVED How can I repair or replace these two log files? (found by scannow)

Problem: computer locks after some time, regardless if any browsers are running

ran scannow several times before refreshing WinX last week and sfc /scannow found no problems

note: am admin, computer indicates it cannot locate CBS.log, etc.

Are you running any third party apps to clean computer? For example Ccleaner?

If you are you may want to check its settings, as some of these utilities will delete Windows log files, and you need to remove that check, otherwise, you end up in the situation you are in now, with Windows reporting its unable to find the log.

In that scenario the only thing that might get it back would be to try a restore point that predates the last time you used a third party cleaning utility.

Finally repaired the missing log issue with cmd/admin DISM repairhealth, checked with scannow

Sincerely doubt that the underlying problem of occasional freezes/lockups will stop until MS fixes 1703
