SOLVED How do i restore startup menu.

ok when I would boot my desktop in windows 7 I would get a menu that had system tools in it that would allow me to enter.

safe mode
recovery
repair
etc
etc

for some reason microsoft left it turned off and I would like to enable it.
please someone tell me how to do this because I have been unable to find it on this forum.

I believe it is called advance options menu and it comes up or should come up before booting into windows.
