How to unlock keys on your laptop keyboard when using Windows 10

Every time I want to make a comma or a question mark I get an unwanted letter. How can I unlock these keys, When I want to make a question mark, this is what I get É

There could be any number of reasons for such a problem
1. Your laptop may need a driver installed or re-installed for its' input devices (trackpad and keyboard) check with the computer manufacturer's support site.
2. Regional settings
3. Language packs
