Freezes with White Box containing Logo, "Window 10" and unlocked Padlock

A few times a day, my computer freezes and a white box appears in the center of the display. The box contains the Windows logo and "Windows 10", and an unlocked padlock icon (see upload).

Using Ctrl+Alt+Del and restarting the computer makes it go away for a while. The problem seems coincident with automatic updates that failed to install update 1709. The computer has an AMD processor.

Suggested causes and solutions?

The Padlock icon is normally associated with Privacy settings when you open your Windows Settings.

Having said that this icon presents as locked.

Have you by any chance got a third party program running that blocks Microsoft sending/receiving information? This could be a specific application designed to increase your privacy [ for those paranoid about what Microsoft collects ]. or it could be a Security application like a Firewall or Antivirus app.

There may be a setting in this you need to adjust.

Could be an upgrade attempting to run or an instance of the Windows 10 Upgrade Assistant.
Looks like you may have a icon for that on your desktop.
Not sure if it is a scheduled task or something running at startup but since you say it's running a couple times during the day, I'll go with scheduled task.

In the mean time you may want to download the ISO from Microsoft for the latest version of Windows 10 and make yourself some installation media.
Clean up the Software Distribution folder and disconnect from the internet and use your newly minted installation media to upgrade your installation to the latest version.
