I am having strange problem since uploading Win10+

I think I need some help. Every since I uploaded Win10+ I am having strange problems. Loss of program like outlook.com it is nowhere to be found, intermittant mouse. Outlook was on the app list now it is not. Pc search and no outlook. Can I reinstall win10+, is there such a thing

Outlook.com is a website more specifically a means of accessing email, contacts, calendar, etc., through a web browser interface.
You should be able to open any browser and just type it into the URL address bar.
