I can't move desktop icons to new positions

I am new to windows 10 changing from 7. I can't move my desktop icons.When I click and drag an icon there is a roundish symbol that moves to the new location but no icon.
I also have a problem cutting and pasting,Problem being that nothing happens.

Hoping someone can help.

Welcome aboard, Geoffh.

Right-click a blank section of your desktop and select View. Make sure that Auto-Arrange Icons and Align Icons to Grid are not checked.
