Icons on taskbar are not responsive.

I have a Win 10 Pro PC. I cannot "right click" on icons on taskbar. However I can hover over them and click on them . I also discover that I cannot click on the start icon aswell but can "right click" on it. The issue is on task bar and needed a viable solutions. I try windows restore but there is no restore point.
