just installed fresh windows 10. I can't reduce the size of the task bar icons.

In reference to the title of your post....
Right click any blank space on the taskbar and choose taskbar settings and from the resultant window choose "Use small taskbar buttons"

There are multiple methods you can use to download the "Spotlight" pictures.
There's a store app that you might find useful called "SpotBright"
