lpksetup.exe keeps running for one user on a multi-user computer

I have a Dell Optiplex desktop that several family members use. On only one user gets a recurring popup request to install a language package. User was a "Standard" user when this started. I've tried searching this forum. I did not find any such issues.
The CLSID for this is 1C749B87-568C-4865-8E73-6413F8372CE6.
I've created a new user to confirm this issue only occurs with one user profile. I tried copying the /usr/ files from the new profile to the impacted profile and still I have this issue. I'm hoping someone has a good suggestion on how to resolve. I'd rather not delete the impacted user and go to the trouble to recreate that user.

You might want to have a look at what is listed here
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
You'll want to be logged on as the problem user account

IF the problem is only impacting a single user on a multi-user machine that would be the first place I would look.
