Need to recover a hacked Microsoft account

Somebody hacked into my Microsoft account and changed the associated email and password. I’ve tried all the troubleshooting steps on the Microsoft website, but without the new email, I'm stuck. What should I do next?

Please be aware that as the email address has been changed to that of the hacker &/or 2fa/mfa has been enabled then usually there’s nothing which can be done. If you know the email then there’s a slim chance though.
