No permission to access Device Manager

I am logged in as the Administrator but can not access Device Manager. It was fine last month, now can not get it.

Do you get an error message?
Does it just no open?
Any messages regarding access denied?

I have tried various paths. From start, from settings, from prompt/powershell. Windows 10 Version 1909. This is the error message:

Hi,

do the upgrade to version 2009 (AKA: 20H2) which may help solve the problem?.

Also, do you happen to have Windows 10 S installed?. Press the Win key + r and type "winver" please.
