Can get start screen with girl jogging. However often the Windows 10 icon at bottom left hand corner does not respond. If I click on Explorer icon get message "Explorer.EXE element not found". Cannot turn my laptop off except by holding down power button which causes other problems. Problem is intermittent but very annoying.

Sounds like it would be.
Try booting
1. Into Safe Mode with networking #5 when you get to the appropriate page https://www.windows10forums.com/articles/safe-mode.3/ see if the problem persists.
2. Into a Clean Boot https://support.microsoft.com/en-us/kb/929135 use the instructions for Windows 8 / 8.1 same as 10. See if the problem persists.
