Photos App is Preventing Windows 10 from restarting

This is an intermittent problem but has become annoying enough to ask if there is a fix.

Have you tried the troubleshooter yet?
Control Panel\All Control Panel Items\Troubleshooting\View all (from left column)\Windows Store Apps
