Pin msconfig as tile

I tried to pin a desktop shortcut of msconfig system app as tile to the start metro screen but refuses to pin.
It doesn't even exists 'Pin to Start screen' selection when i right click the shortcut. What should i do?
I even copied the shortcut to the 'All Apps' folder and appeared on the left to the up and down app list but i can't
drag to start screen as tile.

Go to ....
C:\Windows\System32
scroll down to msconfig.exe (the .exe may not be showing if you are hiding file extensions so it might only say msconfig).
Right click it and choose "Pin to Start"

My suggestion would be to reboot your computer and see if that changes.
IF not then manually check for Windows Updates and see if any are pending.
Why Pin to Start would seemingly disappear from your right click context menu, I have no idea.
What do you see when you right click msconfig.exe
It should look like this

What Antivirus program are you using?
I read that AVG can cause this problem

The problem is fixed. I had to put the pc to hibernation and then restart pc. No only restart worked.
