Dell SupportAssist is popping Continuously PLEASE HELP THANKS!

My Inspiron 15 3565 Hard drive died and put in a new hard drive but Dell SupportAssist is popping Continuously when Boot up and can't get into F12 to boot Windows 10 DVD install disc.

Please help thank you?

Look in the BIOS option, (F2) for "Attempt Legacy Boot" and set it to disabled.
