Problems with <Shift><Ctrl><Home>

If I accidently press <Shift><Ctrl><Home>, from that point on, when I move a window (excel, outlook, chrome, anything), I get "yellow" and "red" boxes that show up to help me to "snap" to that position. Problem is, that sometime I don't want it to snap but move the window to the middle of the screen.

The only way I can stop this is to reboot.

Would be grateful for any help.
